It means he was faithful to his oath and his duty as a Marine. "Semper Fidelis" means "Always Faithful". It's the motto of the United State Marine Corps. Current and former Marines, along with those fortunate enough to have served with them, use a short-hand version of that motto: "Semper Fi".
