One on my housemates does this and when I turn it down, because I'm pretty sure it only needs to be on 60 or 40 degrees, they just turn it back up. Is it me or are they seriously wasting energy and costing me money?

They are a bit unsanitary...harsh (this person is a big, fat, scary clown make up wearing girl)

I wash sheets and towels at 90 degrees, If I want a quicker wash 60 degrees. Shirts at 60 degrees and anything else that won't shrink or run.

All other items go on 40 or a wool wash.

Having my machine on at 90 degrees, costs me more money and takes a lot longer because the water needs to warm up to that temperature.

If you're paying the bills, I suggest you have another word with your housemates.

I don't think most of the laundry needs to be washed that hot, maybe some things do like if their clothes are very soiled with grease or some folks like to wash their sheets on hot. But most of the regular laundry may even shrink and/or fade when washed too hot and yes, it does cost a bit more energy (and thus money). See if you can get them to sort their laundry and use different settings for different loads? (not run several half-loads of course, but if they have enough stuff do one cool and one hot wash rather than two hot ones).

I've washed everything in cold for years & my laundry is fine. I might soak a few items in a sink of hot water for a bit for stains but the machine has always run on cold.

Some people like some things like towels, socks and underware to be sanitized by the hot water.

they are wasting your money. everyone here washes in cold water. does just great. i assume you are talking about washing clothes.
