Ah, such a simple question, but can it be answered simply?
There was a belief that by acting out aggression in a safe manner this would 'relieve' aggressive tendencies which would act as a safety valve. This is probably where the expression "letting off some steam" came from. By allowing the tensions to be released in a safe and controlled manner, you wouldn't have a build up of aggressiveness.
At least one study that I know of was conducted to see if this was in fact true. The study that I read (unfortunately, I cannot remember the details such as author, etc) concluded that in fact, this is NOT true. Acting aggressively tended to fuel aggressive tendencies rather than relieve them.
However, playing games where you kill or hurt someone is somewhat different than a study. Other studies have suggested that playing games of violence tends to de-sensitize people to violence. In fact, there are rumours which talk about how it's a common pratice for the army to get their soldiers to play games similar to Quake which helped them to kill without thinking as well as be able to coordinate with other team members.
True or not, it makes a certain amount of sense.
Personally, I believe that it really depends on the person. pushing a joystick and seeing someone blow up, or shot is quite a bit different from reality regardless of how real video game makers create the experience. I believe that the majority of people can easily tell the difference between reality and fantasy. I'm sure that there are plenty of individuals who can't though.
Some think that playing violent games creates more violence while others believe that it allows a safe outlet where people can explore and do things that they would ordinarily never even consider in real life.
