The normal clothing is uniform. This makes them recognisable to the public and gives them extra powers (e.g. the right to stop vehicles, control traffic or require breath tests. Others are members of the CID (Criminal Investigation Department). Their main function is to hang around the pubs, and if they have any time left, they investigate crimes. They are able to go more easily into places where they might get information and without being called to reports of missing cats. Both branches are equal in status.

A plain clothed officer could be anybody in your high school like, the show 21 jumpstreet or Law and Order (detectives). Uniformed police officers are like the people on Police Academy 1-5 or Officer Wigum on the Simpsons.

Well one of them wears a uniform that looks very much like the one recognised as a police uniform and guess what.........
The other one doesn't, plain clothes is like stuff you get from Marks and Spencers, you know like stuff you might consider buying when you are over 50 but never ever before.
Or Primark come to think of it, especially if you have hardly any money

The only difference power wise tend to be traffic law. Only an officer in uniform can demand a sample of breath at the roadside for instance.

plain clothed are usually undercover, they were casual clothes to blend in with joe public.
uniformed police wear uniforms to stand out and make their presence known
