Can you put a keyed lock on your bedroom door and lock everything up when you leave?
If your parents won't allow that for the bedroom door, at least put a keyed lock on your closet door and turn that into a safe.
$20 spent at a hardware store could save you a lot of trouble. That is how I survived my teens with most of my goodies intact.
You don't mention how old she is... if she is really young, she may just need for you to spend some time playing with her. This is probably just her way of getting your attention.
Use the ol' carrot-and-stick approach.
Reward her when she asks your permission, and show her some cool licks on the drums. Or you could play some games with her, or take her to the park.

Well I think it matters with the age. If she is younger try explaining how you don't like that she plays with your drums without your permission and give an example that if you played with something she loved without her permission and how she would feel. Usually that clears it up. But some things are persistant, so that is when the parents come in handy. Also, you need to think about her feelings because she might just want to play with your drums because she wants to be just like you. Isn't that sweet? I don't know the situation, but remember her feelings in this too so don't yell unless necessary. Because yelling can make it worse.

Unfortunatley, that is siblings for you. Try bribbing her. Not knowing your ages, this question is hard to answer.
