In a word, NO. When you gain weight, it will be distributed fairly evenly over your body. We all have trouble areas that we inherited. The best you can do is eat healthy and exercise to look the best you can.

People say you cant but ive noticed that its less likely to go where you wear tight fitting clothes. Like the lower part of the leg where my my sock goes up to. I hardly have any fat there. But move up to the upper leg near my calf and there is fat. Also when people get bellys, the fat is less likely to be where they wear a belt, you notice all the fat belly goes over the belt. So in some way the fat is pushed out of the tightened section, i guess that is some form of control. I think in the old days women wore those tight things around their waist to keep the fat off of that part.

Nope. You can't control where your fat is lost from either. This means when you work out your arm muscles for a long time because you think you have flabby arms, the fat won't magically disappear from your arms alone. It only makes your muscles stronger.

not one bit.
your individual genetics determines where fat is stored first and last and from where fat is metabolized first and last, diet and exercise have no effect on this.
