Yep, and soon you'll have a gvmt representative coming to your home each morning to inspect your home for "global warming" issues, and be fined if you fail to comply.....

Ha, yeah.... Umm I don't know about where you live, but here the only recycling we have is if you drive yourself to the transfer station and sort your own stuff. Thus, maybe .1% of the local population actually recycles. Perhaps if they implemented a curbside recycling program, they could compare total tonnage of recycled versus trash. But until that time, the recycling here is negligible and in no way merits tracking.

No they're not.

Recycling is not mandatory, and governments don't have money to waste on seeing how much people recycle. They could much more easily just ask.
