yes, the soda is the leavening product in the dough. The baking soda is going to allow the muffin to go from sticky liquid to puffy dry. The increased size is due to the expansion of gasses caused by the soda.
In inches is hard to measure. The wet uncooked batter will be one inch deep in the muffin tin, and about 2.5 inches tall after baking, so the leavening is responsible for 60% of volume, or 1.5 inches
If you add too much, it will not adhere and will not be measurable. Like water on a counter is not measurable.

CORN MEAL MUFFINS
1 cup unbleached all-purpose flour
1/2 cup buttermilk
2 teaspoons granulated sugar
1 cup yellow cornmeal
1/4 cup vegetable oil
2 teaspoons baking powder
1 teaspoon baking soda
1 teaspoon salt
2 large eggs
Heat oven to 425 degrees F.
Grease 12 2 1/2-inch muffin cups.
Beat eggs until light and fluffy, gradually adding in sugar. Add milk and oil.
Sift together the remaining dry ingredients (flour, baking powder, soda, and salt) into a medium-sized bowl.
Add cornmeal and stir to mix well but do not beat.
Quickly combine all ingredients, stirring only until moistened - some lumps will remain.
Drop batter from a tablespoon into the prepared muffin cups, filling each cup 1/2 to 2/3 full.
Bake 15 to 20 minutes, or until golden brown. Remove and serve hot, buttered, with jam.

If you add too much, the Muffins will first rise to a larger size in the oven and second taste not as good. Baking soda has a strong peculiar flavour (which I absolutely hate) and thus you should never take more than you really need.

Baking soda is a leavening agent, so it will help your muffins to rise and be fluffy. W/o it your muffins will be flat and not be fluffy. Old baking soda will cause the same effect also.
