Are you asking laughing at " someone" or at "someome", at them or with them ? The answer to the first word is obvious (that´s what people usually do), but laughing at "someome" is quite interesting, sounds like laughing at "someme".
Laughing at yourself (when for example admitting a stupid mistake) is a courageous and quite admirable thing to do, and if you will get someone to laugh with you, the whole thing even gets better! Really, I mean it. In that case, thumbs up for you! Keep on laughing at yourself and hopefully people will laugh with you! I tell you it´s a joy for you and the others laughing with you. If you are asking the question grammatically, both versions are correct. You are laughing WITH someone if you are sharing a joke and AT them if the joke is on them, not a polite thing to do.
