If you are sure there is a hole left, then go get a set of 18g hoops. Slip those babies in and keep them squeaky clean for a couple of weeks. After they relax and dont feel so tight put some 16's in. Follow the same procedure until you are back up to the size you want.
You could also just get your lip nice and warm to relax the skin. Clean it and your jewlery, then work 16g's into your lip. It might sting, but it shouldnt tear up your lip as long as it is really open in the first place. If it is agonizing or the hoops seem to get stuck in the middle, you'll probably have to have them repierced.
Whichever method you choose, make sure you clean your lip at least once a day until they seem fully recovered.

Since the blood flow is so good to the lip area, the hole closed up within hours of you taking out the jewelry. You're going to have to repierce it. I suggest going to a professional.

You won't be able to do it painlessly. It will feel like you are re piercing it again, which is essentially what you're doing. Only thing that may help is ice.

use a sterile surgical needle (99cents on ebay, or free with a sharp metal device dipped in rubbing alcohol for a good 30 seconds to let it activate and sterilize)
and shove it through fast, and then put the guage back in.
i would suggest taking advil 20 minutes beforehand so it kicks in right when you pierce it again.

You might have to go back to the peircer and ask them to re-open the holes. Forcing something through them might cause infection
