Did they award "WWII Victory Medals" posthumously? Because grandfather was killed on D-Day, but I don't think he recived a "WWII Victory Medal."

The WW II Victory Medal was awarded to all military personnel for service between 7 December 1941 and 31 December 1946.

some people were awarded the medal without even being vets of the war. he should have it, if not, there are steps you can take to get it added to his records.

According to this DOD (1st link) page it is for service between 7 Dec 41 - 31 Dec 46. There was also an upgrade in 1947 to the Combat Infantry Badge. The CIB required a citation back then and was upgraded to a Bronze Star in 1947. The 2nd link is to the Bronze Star page.

Yes, I believe that he is entitled to the victory medal.

Your grandfather should be entitled to a small group of decorations, ribbons, etc.

The following page tells you where to write to have your grandfather's list of medals appealed/reviewed so that you can be sure that he receive all awards that he was entitled to.

This is probably a little easier to do if you have one of your grandfather's immediate kin (his wife or one of his children or one of his brothers or sisters) sign the paperwork. Why? Next-of-kin (that does not include grandchildren) are allowed greater access to information.
