You'll have to go to the Department of Motor Vehicles.(DMV)
Here in Missouri, You ask for the personalized plate application at the DMV. Then you take it home and fill it out. They give you 3 choices in case 1 or more choices are taken. You don't have to choose 3 but it will increase your chances of getting 1.
Then you mail it in with a check for the extra fee to the DMV main headquarters which here is the state capital Jefferson City. After that it takes 30 to 60 days for them to review your request. They have to make sure your choice doesn't mess with the current random plate numbering system, that there's no profanity etc. and that it's not already taken.
After your approved for one. Then there made and sent to the local DMV for you to pick up.
So it's not a quick thing you can just get in one day so be patient. But it's all worth it when you pick them up and you get approved for your 1st choice with that perfect saying! Good luck.

At the DMV, you can request a "Vanity plate" and complete the form for the personalized license plate. They charge you extra. Hope this helps!
