If your in the Ranger Regiment or Training Staff, there is no rank requirement.
If your not in the Ranger Regiment or training staff, you must be a E-4 or above.
But you can get a waiver for E-2 or E-3's, but the wavier must be signed by your company, battalion and brigade commander.

rank doesn't matter. im not sure if you are meaning ranger school or RIP. RIP gets you into the Regiment and you get your tan beret. ranger school gets you your tab.
As for ranger school, its not based on rank, but on getting a slot to go. guys who have been in the unit for a while have more seniority, so typically its e-3 and e-4.

I dont think there is a rank requirement but I've never met a Ranger below E4

No particular rank but you must be in excellent shape and undergo a very selective training.

E-1 at the least. Every good soldier has an article 15. HA HA HA.
