I reviewed 10 past years of the weather, and sorry to tell you that it was only cold enough in 2005 for snow, but it did not snow that day. So now you can figure your odds.
I would have to say about zip-diddly-nada.

Unlikely. The Weather Channel says the chances of DC having a White Christmas is generally well below 25%, so the chances of snow on December 13th must be even lower.

When it comes to snow in DC - it's pretty unpredictable. Most of the heavy snowfall comes in Jan/Feb, but who knows what will happen this year (the weather has been really wierd lately so my guess is that we'll get snow early this year). Just a hunch.
If you want to see the tourist attractions here, then you may want to rethink your dreams of snow. Even a forecast of flurries can cause things to shut down and cause chaos in the city. However - I have to say that even after living here many years, the sight of the capitol, white house and monuments bathed in a fresh coat of pure white snow still takes my breath away.

There isn't likely to be any measurable snow, although a dusting wouldn't be unheard of!
The closest ski resort to DC is actually Ski Liberty (but by only about 10 miles), it's about 1 1/2 hours North of DC - straight up 270/Rt 15 in Fairfield Pa, which is just over the MD/PA border.

I've lived here for a little more than a decade, and it's rare that we get snow in December (although it has happened once or twice, but not until closer to the solstice). We're most likely to get snow in January and February.

It's highly unlikely there will be snow by mid-December.
(Because I was moving on that date last year I distinctly remember it being about 65 or so on that day. Although that is a bit unusual also.)

No snow at that time of year. How about going about 90 mins up the road and go skiing. If you don't know how to ski, go tubing - no skill needed.
Ski resorts make snow.
