All thoughts do not result in actions. It's not necessarily the thoughts we have to change in order to change our actions, it's the logic and reasoning we put into those thoughts as to whether or not we should act upon them.

Your right, thoughts do become actions... if you think about something long enough and hard enough its practically guaranteed to happen. Relatively speaking that is, there is an exception to every rule. Like if all I think about for an hour is how bad I want a ham and cheese sandwich chances are im gonna eat me a ham and cheese sandwich.

quite correct it is all down to the central nervous system. however things do happen within the human body which are not triggered by thought, for instance breathing, this is controlled by the autonomic nervous system which can be further divided into the sympathetic and parasympathetic nervous systems
