HI,
just curious, are you really curious to know the answer, or are you asking for "trouble"
I can give you a detail explanation why it is independent, but I have enough "enemies", or people who are ill-informed, or corrupted by their own views.

anyways, a quick "outline"
1. not officially, because if Taiwan declares independence, China would attack it
2. Yes, my dad is a diplomat for Taiwan (government official from Taiwan), not an official diplomat because the US does not want to offend China by recognizing Taiwan as a country
3. in 1949, the national government of China moved to Taiwan, so historically speaking, China is part of Taiwan, since Taiwan is the real Chinese government.
4. THE ONLY REASON WHY TAIWAN IS NOT OFFICIALLY A COUNTRY IS BECAUSE.....
China thinks it is embrassing to let Taiwan break off, which is funny because I guess they don't think it is embrassing that China's quaility of life sucks, most of the people are way below poor, toys recall,....etc
SO...
no country wants to offend a COMMUNITST country that has the most land and people.

sigh...
when will the people see the truth
laugh all you can, but know that it is only because China has the "biggest" fist now

quick note
like ykphil said, this is a pretty "uncomfortable" subject.
I have no problems having China friends, but we just don't talk about this subject. We respect each others views, right or wrong.

let's start with the history.
The "ancestors" of Taiwan (the country, the government; actually there were native Taiwanese) came to the island on 1949, they were the people from Kuo Min Tang party (from the mainland) that was lost in the civil war against the communist party. And then, these founding fathers of Taiwan declared Taiwan as an independent country, and actually as a representative of China. So Taiwan's claim at the first foundation was there is only one China, and that's Taiwan - which official name is Republic of China (ROC).
On the other hand, China's official name is People's Republic of China (PRC), and also launch a policy called "One China Policy". So basically this policy says that there's no other Chinese country in the world except the PRC - which land also includes Taiwan. Plus, China bans relationship with countries that admits Taiwan as a country. Thus there is not a single country in the world that has diplomatic relation with both country.

SO, who are you asking?

Chinese (mainland): yes, Taiwan is a part of China.

Taiwanese: no, Taiwan is an independet country.

*however, there has been policy and ideological changes now. Taiwan no longer claim to be the official government of whole China, but it is declaring itself as an independent country.

there are .. I don't know, more than 90 or even 100 (I guess) countries in the world that has diplomatic relation with China, there are only about 29-30 countries that has diplomatic relations with Taiwan - most of them are the Oceania countries.

the tricky thing about Taiwan-China relation is the US double standard. At first, in its fight against communism, US admitted Taiwan as a country. But then, in the effort to normalize relation with China the giant, it broke the diplomatic relation with Taiwan in 1971 (until that year, Taiwan represented China in the United Nations, but then it was changed to PRC due to US' influence) and normalize relation with China starting 1982. Yet, US have promised to give protection to Taiwan assuming that China launches military attack. So, if you ask the US, is Taiwan part of China - they'll they no, but by the diplomacy, the act is in between.

Taiwan (Formosa) has been a part of China.
From the 1930s onward a civil war was underway in China between Chiang Kai-shek's ROC government and the Communist Party of China led by Mao Zedong. When the civil war ended in 1949, 2 million refugees, predominantly from the Nationalist government, military, and business community, fled to Taiwan. On October 1, 1949 the People's Republic of China (P.R.C.) was founded on the mainland by the victorious communists; several months before, Chiang Kai-shek had established a provisional ROC capital in Taipei and moved his government there from Nanjing. Under Nationalist rule, the mainlanders dominated the government and civil services (Gates 1981).

Please don't start this, unless you are talking about travel...This is a travel forum.....

So geographically, no, Taiwan it not part of mainland China...

I just want to add that most of my friends are from mainland China, a few are from TW...this is a subject that we always leave at the door when we are together. Also, you have to remember that there are different political views within TW, and that contrary to what some of the YAppers have said, TW has also a large non-Han Chinese population that has existed there for thousands of years without Han control.

the future war between two sides will tell the world whether taiwan is a part of china

According to China: yes. According to Taiwan: no.

Yes.
From TW's prospective: It's part of Republic of China (Fled to TW after the Chinese Civil War).
From mainland's prospective: It's Part of People's Republic of China (UN Perm Security Council Member).

So, yes, it's part of CHINA.

The tricky part is, both sides of the strait agree that TW is a part of CHINA. But they have different interpretations of 'C-H-I-N-A'. To make it more confusing, USA considers TW as a part of CHINA, but it has never clarified which CHINA it's referring to...
