Linear techniques are faster but require much more power and movement commitment, raising your risk of a counter strike should your technique not work. Circular techniques are much more powerful for the amount of force used. Now if you pay very close attention you will notice that linear techniques are actually circular, if you follow a straight punch from it's starting point to it's end you will notice a slight curve.

Not sure if I know what you mean?
Circular as in hooks? Circular based throwing, etc?
Or Circular as in circling your opponent, working angles etc.
Most attacks striking wise are linear, however best if worked off of angles, (as opposed to straight on), I suppose you could call round kicks circular.
In either case, I am opposed to the linear, straight forward attacking style. My preference is circular, working off of angles, and utilizing opponents momentum and body weight against them. I believe the best way to avoid an attack is to get out of the way. Tai Sabaki.
I guess if you are comparing, a Linear style to me would be like Wing Chun, very centerline based, straight forward chain punching and the like.
I disagree with this philosophy, and prefer again to circle, work at angles, circle away from attacks, etc. I would rather hit someone on the across the chin instead of dead on it.
All throwing is done in circular type motions, and most of the most powerful strikes are done by utilizing the hip's rotation.
That is my two cents, I am not sure if I totally understand your question though, but hope I am close.

Linear attacks tend to be a little more effective since you can reload and refire so much more quickly than with a circular type technique. Also people tend to have a little more trouble with things that come straight at them since they have less time to react and distance and depth perception along with their balance or ability to maintain it and move towards you is a little harder if you are throwing things straight out there and making hard contact. It also helps to double the impact if they do try to move in as you are firing much like two cars that hit each other at 30 mph-it has the affect as if one of them was going 60 mph and hit a parked car then.

If I could only do one type of attack during a fight, it would probably be linear. HOWEVER, I really believe they both compliment each other.
My biggest weapon in a standing fight would be my footwork. From my footwork, I throw stiff, quick jabs both offensively and defensively.
I do throw a lot of hooks when slipping or sidestepping attacks. Another circular technique I'm fond of is called kote uchi, or loosely translated means wrist bash. It's like throwing a haymaker, except you are using the bone of your inner forearm to crush your opponent.
Mix up your attacks, throw both linear and circular. Use feints, be unpredictible so your opponent doesn't know which type of strike you will use.

Neither is better, I know some people who are very good at defending attacks coming from the sides but leave themself open in the center and others who have quick reflexes to block attacks down the midle but for some reson get caught with attacks from the sides
I guess you get the most power from liniar attacks and it also pushes your opponent back, and they are quicker. The best thing is to use BOTH, that way your oponent wont know what hit him, if a person uses one type of attack because they think it's the BEST they may get one or two in but if the person can handle them he will quickly learn what to expect

Way to many depends. Generally from a strategic point of view the liner attack is the most powerful. And many strategist will say attack straight on. If there is no opening create one. That said I would never pass up an opportunity to get a good punch in without exposing my unguarded side.

Linear attacks such as jabs, and cross are faster.
Circular attacks such as hooks and uppercuts are stronger.
Better would depend on what you are looking for, faster or stronger.
