how can i color edit my digital pictures with Irfanview like this picture?

I downloaded Irfanview so i could color edit the photographs that i take with my digital camera like this one http://s173.photobucket.com/albums/w57/Kenziex1717/?action=view¤t=z47254122.jpg
and this one

but i dont know how i would do it with this program.Someone told me i could do it but they did tell me how,so can anyone help me out?

Not possible with irfanview. Need photoshop or other program with layers and eraser like tools.
