Truth exists because we have the ability to actually comprehend the idea of truth. Meaning that it must exist. absolute morality does exist because it is based in and founded on truth.

"Everything I tell you is a lie. I am lying now"
Truth, like beauty, lies in the eyes of the beholder.
However, taking your premise that "truth does not exist" as the given, (ignoring whether it is true or not) then the rule that "every rule has an exception" is one explanation.
