you can volunteer. if a soldier volunteers they will be sent where ever the army wants you to go even if that means Iraq?

the latter part of this question is more important.

yes, you can volunteer to be activated as an individual to be loaned out to a unit that is deploying. and yes, you can be sent anywhere. Oh yeah, and if you volunteer, and you deploy, when you get back, if it's your home unit's time to deploy.. guess what.. you go again. the fact that you volunteered has no impact.

also, you can be voluntold, too...

The Army can always send soldiers wherever they want them to go. If the Army wants to send a soldier, any soldier, to Iraq, the soldier goes to Iraq or the soldier goes to jail.

The Army during the Iraq war has become notorious for making promises to recruits it has no intention of keeping (promising that two buddies will serve together if they sign up is a common one).

You are referring to what is called the Individual Moblization Augmentee (IMA) program. But, those augmentees are assigned where the military needs them. Most are in the Iraqi and Afghan Theaters of Operation, however there are augmentees who are assigned stateside under Operation Noble Eagle, the defense plan for the homeland.

It depends on what you are volunteering for. if you are volunteering for a specific assignment than you go wherever that unit is sent.

If you simply volunteer for mobilization then you will go to the first unit that needs you MOS and skill level.
