How do u address a person in a LETTER to a consulate or embassy?

I want to write a letter about something so should I say Dear Sir/Madam? or Dear Your Honor? or what?

It would be preferable for you to look up the titles of the person or persons to which you wish to write.

It depends on to whom you are writing at the embassy. If it's the cleaner, Dear Sir or Madam. If it's the ambassador, then it's Dear Sir or Madam. Pretty ubiquitous.
