I want to write a letter about something so should I say Dear Sir/Madam? or Dear Your Honor? or what?

It depends on to whom you are writing at the embassy. If it's the cleaner, Dear Sir or Madam. If it's the ambassador, then it's Dear Sir or Madam. Pretty ubiquitous.
