I know many are frauds, but what about the ones that do have this ability? How can this be explained?

All are frauds? I just watched a show on the F.B.I. The spokesperson said they have a select few who they use regularly with excellent results.

The many police depts that use psychics say they are not charged a dime by the psychics.

I've never really reached a conclusion about their ability. I know some people do indeed have this capability, but am not sure of the hows or whys. It is however ,most interesting to me.

Every single solitary one of them are frauds. There are many books on the methods that they use, most notable is the work of James Randi.

Not one single person has ever been shown to have psychic abilities in a controlled setting. Not one. I can say without hesitation that anyone that would take your money and claim to do a psychic reading is a fake and a fraud and you will have been hustled out of your money.

Is there any evidence that a psychic has actually been useful in helping to solve a crime?. No, absolutely not. There is absolutely no evidence that a psychic has ever been materially helpful in the investigation of a crime. And in many cases they have been harmful and misleading.

I believe there are those who are truly psychic. I also believe that there are those who are not and are just out to take money from unsuspecting individuals.

It just is, like people who can play the piano at birth, it is a gift that they have.

Some will tell you a gift from 'God' others will just say it is a Divine Gift, or a natural gift that many could have should they choose to. Some will say it is evolution. It really depends on the person you ask.

I suppose you might mean how is it explained from a religious viewpoint. Although I am not Christian I can point to the answer from the bible on spiritual gifts, and will quote it here:

1Cor 12:4-11 (NIV version)
There are different kinds of gifts, but the same Spirit.
There are different kinds of service, but the same Lord.
There are different kinds of working, but the same God works all of them in all men.
Now to each one the manifestation of the Spirit is given for the common good.
To one there is given through the Spirit the message of wisdom, to another the message of knowledge by means of the same Spirit,
to another faith by the same Spirit, to another gifts of healing by that one Spirit,
to another miraculous powers, to another prophecy, to another distinguishing between spirits, to another speaking in different kinds of tongues, and to still another the interpretation of tongues.
All these are the work of one and the same Spirit, and he gives them to each one, just as he determines.

Follow the way of love and eagerly desire spiritual gifts, especially the gift of prophecy.

DOCTRINE OF NECROMANCERS AND MEDIUMS

A. Contact with necromancers and mediums was specifically forbidden by the
Word of God, Lev 19:31. This still holds true today. You are not to
consult fortune-tellers. You are not to go to seances. You are not to seek
information about problems or anything from people who are involved in
astromancy, i.e., astrology. This means contact with demons, getting your
information from Satan. This means getting false information.

B. Contact with necromancers and mediums was a sign of reversionism and
brought liability from divine discipline, Lev 20:6.

C. Necromancers and mediums were to be apprehended and subjected to capital

The Bible says that in the days of Abraham the "iniquity of the Amorites was
not yet full." The Amorites are a part of the Canaanite nation. This means
that in Abraham's day they had not taken over, but they did 500 years later,
Deut 18:9-12.

E. Saul died the sin unto death for consulting with a witch necromancer,
1 Chron 10:13.

F. Unbelieving King Manasseh was one of the most evil of all the Jewish
kings. His evil is described in terms of relationship with demons, and he
was always heavily involved in necromancy. He held many seances and even
went in for child sacrifice, 2 Kgs 21:6; 2 Chron 23:6.

G. Josiah, one of the better kings of Judah, is famous for outlawing
necromancy and mediums as well as other demon practices, 2 Kgs 23:24.

H. Isaiah warned Israel to consult the Word of God and doctrine rather than
necromancers and mediums, Isa 8:18-20.

I. The fifth cycle of discipline was administered to Judah because of
necromancy and demonism, Isa 29:1-8.

psychic- one sensitve to spiritual forces. all humans have the ability to become sensitive if they wish. Some are naturally sensitive and some let it go to there heads and think it is more than it is. it can be explained that: All are connected to one force, some people are able to tap into that force and see , called a seerer in the bible.

I think God gives different people different talents. Some people are more aware of the supernatural than others. I think animals have this "sense" as well.

If what they say comes true, it's only because God allowed it. If it doesn't...then it was something they made up. If they charge you money...beware!!!

Believers/non-believers of what exactly? Most psychics are good at separating a fool from their money. Some truly have a gift whether you consider from god or some other source.

Anyone who thinks someone has the ability to fortell the future or "read minds" has a serious problem and is mentally challenged.

for all the skeptics out there who are saying there is no proof , all are fake etc
the Society for Psychical Research has peer reviewed journals
there are scientists who do study these things
it can and does happen

None of them have the ability. If they get a hit it's pure chance. Psychics fall into two categories: charlatans or deluded.
