For the first questions, I'd rather refer you to a doctor or a nutritionist because I don't feel like I'd be qualified to answer that part, myself.

As for the the second part, the stomach hangover that I can address. The only way to get rid of any kind of excess "baggage" in that area is to exercise it. Crunches, and certain yoga programs will help. Just waiting to get taller most likely will not. One way to work your abs without even knowing that you're doing it at the time is to buy one of those big exercise balls and sit on it as you watch TV or work on the computer. Because you're sitting on the ball and balancing using the core muscles, you are actually working them while you continue with your normal activities.

I would say you need to tone your muscles and doing sit ups and jumping jacks will help you.Ask your mom about going to a gym to work out.You will be glad you did.Don't know about the foods you eat but it sounds ok I would eat some fruit too

you belly hangs over because you have poor posture, your pelvis is tilted forward and allows your internal organs to spill forward causing your belly. Suggest you see a good physical therapist to learn about good posture and how to maintain it by building the muscles that support it.
