It may be necessary. Go to the US State Department website and check it out, they have a list of tourist information of EVERY country. I know people on R&R can travel in much of Europe with only and ID and the leave form (I did it), but Aruba is a differnt story.

My one suggestion or tip to you ould be that a Cruise while on R&R could be hard only because his dates are subject to, and will change...even up until the day he flies...my dates got moved forward an backwards over a period of 2 weeks and I really didn't know when I would be anywhere untill I was physically there. The cruise might be better to do once he is home and takes block leave. Thise dates are a little more stable.

If you travel to a foreign nation, a military ID can be used in lieu of a passport only if the person is on orders to travel.

If you are going on R&R, both you and your husband need a passport.

YES. Military IDs are NO LONGER acceptable for travel , not even on orders.

all US citizens entering CONUS from an outside location not a US state orr territory MUST have a passport to be let back in.

If he is going where they require a passport, and he does not have military orders taking him there, then yes he will need one. ID card only works if you are traveling under miltary orders.

My husband & I went on a Cruise when he return from Iraq in 05, he had his passport from being in Germany , but in the rush of getting our kids to Fl before we sailed left it at home in Ga they however were "understanding" and allowed him to get on the Boat anyways...we went to key west Fl and Bahamas..
I suggest going to the sites I have found and posted for you with hopes it helps.

When I was deployed to Iraq, and used my R&R to travel Europe all I needed was my military ID and they gave me a sheet of paper of places I could travel to.

He will need a passport, and also, you will need to let his higher ranking know where he will be and how to get in contact. Sometimes due to extreme situations, they do call them back early. You may want to think of meeting him somewhere and enjoying a vacation. Hope this helps.

yes you need one. With new anti terrorism regulations you are not allowed to travel with just your military id.
