TAKE A picture with your cell phone CAMERA OF THE PERP, AND THE LICENSE PLATE. CALL THE POLICE. you got enough evidence there!
One more thing make it a public video on YOUTUBE. The perp will stop this behavior.

This morning it was cold and rainy - Monday morning - A man
walking in the opposite direction stopped me - he wanted me to inform about a place where he had to go on foot under the rain, without a raincoat - I talked with him, because he obviously was old and gave me the feeeling that he was kind of "finished" - the place he went to was soo far - I asked him are you going on foot - he said yes - got a metro ticket ?- he said no I don't want any - I insisted - he really didn't want and said I'm just liberated - I go out of the jail - this sounded so true - and I gave him 2 euros for coffee -

Call the police or move away.
Someone did this at a bus stop I was waiting at once. I got up and moved to another bus stop a couple blocks away.

depends if it was a chick i would join in, if it was a dude i would probily ask him why....and then leave after i got my answer. I wouldnt not call the cops its not place to say what he or she can and cant do in public. unless there were small childrem around then i would ask him/her to put it away
