Everyone is eligible to have a relationship.
Titus 2:11For the grace of God that bringeth salvation hath appeared to all men,
John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

It says whosoever believeth in him. The word that is translated believeth is also translated as 1)be committed unto 2) be put in trust with. The greek word also denotes "entrance into."
As for those who are in his presence
Psalm 140:13
Surely the righteous shall give thanks unto thy name: the upright shall dwell in thy presence.
Psalm 68:2
As smoke is driven away, so drive them away: as wax melteth before the fire, so let the wicked perish at the presence of God.
So who is righteous and upright
Isaiah 64:6
But we are all as an unclean thing, and all our righteousnesses are as filthy rags; and we all do fade as a leaf; and our iniquities, like the wind, have taken us away.
2 Timothy 3:16
All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:
Philippians 3:9
And be found in him, not having mine own righteousness, which is of the law, but that which is through the faith of Christ, the righteousness which is of God by faith:
Ephesians 4:24
And that ye put on the new man, which after God is created in righteousness and true holiness.
Galatians 2:21
I do not frustrate the grace of God: for if righteousness come by the law, then Christ is dead in vain.
So righteousness does not come by obeying the law but by living in Jesus. Which two commandments did Jesus say are most important. 1. Love God first 2. Love your neighbor as yourself. Jesus said if you follow these two the other laws will pretty much fall under these.

Okay, first of all, let's take a look at the verses you cited:

Psalms 15:
1. A Psalm of David. Lord, who shall abide in your tent? Who shall dwell in your holy mountain?
2. He who walks uprightly, and does what is right, and speaks the truth in his heart.

Second, since this Psalm is a part of the Hebrew Scriptures, you should be aware that this "relationship with G-d" is available to ANYONE, and is not speaking of Jesus or Heaven at all.

This scripture helps demonstrate the Jewish belief that the righteous of ANY faith will be with G-d in the world-to-come (after the messiah comes).

According to the Bible, one must be perfect or sinless. In this regard, we need Christ, who makes us perfect by taking away all our sins. A sinner who has been forgiven by God through Jesus Christ would then be fit to be called a son or daughter of God. That's a relationship.

Jesus said that Father God would have us worship Him in Spirit & Truth.

Born of His Spirit/cleansed by His blood. Made the righteousness of Christ. And in Truth, honestly from our heart.

If one tries to be dishonest with God, one is in trouble.

Complete and total perfection. Which is why we cannot do it except the blood of Christ covers our sins. It is by his righteousness that we may stand in the Father's presence not our own.

Those who have accepted Jesus Christ's atonement for their sins. The blood He shed for the remission of sins acts as a covering for our sins when we accept by faith what He did on the cross. God bless you!!!

Perfection.
And since NONE of us qualify, we have to take advantage of his way for attaining perfection: The Sacrifice of Jesus Christ. How? By accepting him as our Savior.

Love of God, others and self. The commission from Jesus trumps David's psalms.
