Technically, it is or at least it was possible in the Roman era. It might be possible now. Instead of using violence or large armies, you can use diplomatic methods to gain power and overthrow the current ruler. If you have played a game like Rome-Total War, you may understand it better. You can also bribe your way to the top in corrupt countries like Iran and some parts of the U.S.A. Bribe the cops with doughnut, i suppose. On the other hand though, it can be hard because you might be in a situation where you have to knock off some figure heads. you can hire hitmen for them. But if you want to control a country without military, you have to get the people on your side, make them happy and make them want you in control.
P.S: Hope you don't mind me saying this, but you are not planning to take over the world like Genghis Khan, are you?

No because I have a greater sense of stability and security as a civilian knowing that I am generally safe in my country that cares about it's national security.If places like panama,Columbia,Brazil etc.etc. had controll of their military you might not have all the gorilla warfare that has gone on and yes of course Iraq and Iran and so on.I have yet to see a 10 or 15 year old boy walking down my street w/ an a.k. or m-16 and I'm thankfull for that.

no the military comes under political control because it is a tool of the goverment. Although you can run a country without a military as several countries do such as Iceland.

One of the primary tasks of a government is to survive. To do that, the government needs sufficient forces under their authority to ensure that state of things.
Your question reminds me of an old cartoon in the "New Yorker" magazine. It portrayed a man holding a group of papers in his hand while standing in front of a wall. In front of him was a firing squad. He was asking the officer-in-charge:

no you cannot. military power is an awesome power that can't be it own entity. all branches of government must have equal shares because one branch would become more powerful than the other two.
