***Please do not ever hit your dog. No newspapers, no "tapping", no striking, no thumping. Not ever. No responsible person would ever suggest this kind of inhumane solution. Besides, it is dangerous - and your dog will certainly become a biter if you (or anyone else) hits him.
Puppy biting is normal and expected puppy behavior. As other posters have stated, this is how he explores his world. But this does not mean that it's OK for him to bite humans.
When you feel his teeth on your skin, get up immediately and leave. Don't scold, don't hit - just leave, right away. Puppy learns : "When I bite, the game's over." Dogs learn by repetition. It will take more than once for your puppy to learn this and once again, there is never any reason to use bullying and cruel techniques to "discipline" your dog.
Please take a class. You must be sure that your puppy is not turning into an aggressive dog.

First things first, enroll in a local puppy kindergarten or basic obedience class. This will help with the barking, and the biting, as it will show you how to get the alpha position in the pack.
If this is truly a puppy, i.e., under 5 months old, the biting is very normal. When he does this, yelp very loudly, and leave the room. This is what dogs, wolves, etc., will do in the wild, and it teaches the youngsters that when they bite, their playmates all leave. when they play nice, their buddies stay.

Get into obedience class as soon as you can. This will help your relationship with the dog.
Puppies, like little kids, have to learn how to behave; they aren't born knowing.
Keep your puppy busy running around so he gets tired.
Place your hand over his snout in a friendly way.
Give him toys to chew on, he is probably teething. If he's always putting his mouth on you, get some Bitter Apple or other bitter product and put it on your skin; if you taste bad, he'll quit soon. You can also put it on other things you don't want him to chew.
When he bites, yelp and say NO and stop playing with him.

you must be alpha member of your pack. Dogs are not toys and they certainly are not children who will learn and reason responses. You must be in control of your dog at all times. You must not show fear or feel fear as they can sense it. You must be firm (but not cruel) with discipline. You dog will respond and be better for it. I have seen several dogs in my family ruined and spoilt because some people think it is cute when a dog runs around like they own the place. One had to put down because it wouldn't stop barking and nipping people and when small children are around .........things happen!
