Maybe, but why control the world when you can have everyone living in it feel free living in it? But if you must control the world, then why not deceive them? Its working for Bush.

False, no one can deceive the world but one can be deceived by the world. The world is a deceiver in itself. However, if you want to be fooled into having "control" of the world, just acknowledge the Father of this world.......... I'm sure you know who that is, but just in case you don't, his name is Satan!
Why would one want things that are temporary instead of things that's eternal?

True. The vast majority of people are unable to handle the truth. Leadership, especially at the national and international level is going to be based on coercing the people. Just look at our society. How many hundreds of times a day are we bombarded with fallacies intended to manipulate us? You see ads and commercials all the time. Its political season now, and all you hear out of the mouths of politicians are oversimplifications and outright lies designed to appeal to the tribal psychologies of the people. This is not something limited to the Bush presidency, it is something present all over the world and at all times. It is just louder today because there are so many media.
I do think Bush is a master at this. Or at least he was at first. You could see how easily and obviously he manipulated conservative christians in to supporting him. All you have to do is tell them you oppose abortion, take token steps on minor issues like gay marriage, pretend to be religious, and you have a large portion of the country in your hand.
When interacting with somebody there are roughly four options you can take. You can leave them alone (but this is usually not possible since we are all interconnected, and the nature of leadership would rule out this possibility for a leader.) You can convince them logically (but most people are extremely bad at logic and critical thinking and you will lose out to opponents who use irrational emotional appeals.) You can coerce them covertly (e.g. use illogical arguments to sway them). You can coerce them overtly (e.g. bribe or threaten them.) This is a really rough breakdown, but you can see that for leaders the last two options are going to be the only real ones. If people could actually think, then maybe there would be rational debates and maybe we could live in Kant's "kingdom of ends." http://en.wikipedia.org/wiki/Kingdom_of_Ends
But they can't and we don't, leaving coercion of the open or hidden type as the only realy options for leadership. The only difference between a totalitarian state and a democratic one is the type of coercion they use.

Control thru deception will only work if the world has ONE mind, which it doesn't.
So false, because once one person knew the truth, it will spread like a wildfire and no amount of deception can give you the control back.

To a certain extent yes. Both parties do it though. Hillary and Bill told everyone they would give them the world, Bush used fear.
Every politician of the baby-boom generation has done this.
