Just randomly bring up the topic that you want a kitten...and show them that you are responsible, say, by doing chores around the house that you aren't supposed to do...by doing this, it should help show him that you are responsible enough for this kitty....Good luck!

Well, I guess it would be hard for you to come out and ask why he said no, if it was supposed to be a secret. Maybe your sister can feel them out about what he thinks the problem will be. Often adults don't think their kids will take care of a pet once the novelty wears off and then they will be stuck with feeding, cleaning the litter box, etc. You need to prove that you will be responsible and take care of the cat.
p.s. There's no such thing as a "free" kitten. Kittens need regular vet visits for vaccines, spay/neuter and general check ups. Proper care of any pet costs money.

Are you sure she is telling the truth? Sometimes siblings will tell other ones lies to make them go crazy wondering, make them waste their time etc...Try helping your mom around the house, talking to her etc.. Constantly be reminding her that xmas is coming up, and if she ask you want you want say that you'd like a pet, maybe a kitten or a dog etc.. Just dont make it too obvious that you know. If you don't get the kitten, act miserable and if they ask whats wrong, say you really wanted a cat for xmas you know? Hope you get one! I just got 2 kittens and adore them. Not to mention I already own a zoo lol:o)

the kitten may be free but the vet bills (neutering and declawing as well as annual check ups), food, litter, etc. cost money, not to mention broken lamps, picture frames, plates, cups, cat hair all over, the puking of food and regurgitation of furballs staining carpets.
