Not necessarily. The intentions of the person doing the spell may be good; however, using those powers do stir up the dark side.
I would not say those who practice magic are evil, for some are much kinder than some Christians I know! They are merely misguided, and need much prayer and sacrifices on our part so they can see the glory of God and be led to all truth.
The bible does say that magic is wrong, and it is; I do not condone it. However, I know some people who have practiced in the past, and they simply did not know what they were dealing with. We can pray and hope for those who do practice that they will see the truth, and the truth will set them free.

I think only in how you use it. Like a gun, it in of itself is not evil. Tools are not evil, the evil lies within the user of the tool.
God forbids certain types of magic like divination because well I don't know, maybe because he would rather have people rely on him I guess. The evil is not in divination itself but disobedience to God's command.

In the book of Levictiucus (as well as other scriptures) we are told to have no dealings with sorcery (magic). Many go to fortune tellers and claim to be in Christ but are professing WICCANS but according to the word of God it is demonic. People often think magic and faith are similar and interchangeable.
