Leviticus 19:28
Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the LORD.
Compare with this:
Acts 11
5 "I was in the city of Joppa praying, and in a trance I saw a vision. I saw something like a large sheet being let down from heaven by its four corners, and it came down to where I was. 6 I looked into it and saw four-footed animals of the earth, wild beasts, reptiles, and birds of the air. 7 Then I heard a voice telling me, 'Get up, Peter. Kill and eat.'
8 "I replied, 'Surely not, Lord! Nothing impure or unclean has ever entered my mouth.'
9 "The voice spoke from heaven a second time, 'Do not call anything impure that God has made clean.' 10 This happened three times, and then it was all pulled up to heaven again.
and:
Romans 14:14
I know, and am persuaded by the Lord Jesus, that there is nothing unclean of itself: but to him that esteemeth any thing to be unclean, to him it is unclean.
Whether a tattoo is received or not received, a sinner is still a sinner. Why do people look on the Law as if it must be followed when we have liberty in Christ Jesus. It might not be an eternal thing to have a tattoo, but it is a fleshly thing, isn't it? And the promise is that those things we do in the flesh shall die with the flesh. Those things which are done in the spirit have eternal implications. So for those who don't have a conflict of conscience, they are not to be judged for such an outer thing - it's the inner things that really matter.

The scripture usually given for this is:
Leviticus 19:28 Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the LORD.
While the "marks" would have been done by a process that is very similar to tattooing, the purpose for doing it was part of a religious ceremony that worshiped ancestors. The idea of tatooing a body just "for fun" as done today was not done in the Jewish culture. It was only done as a religious act, and so was forbidden.

Leviticus 19:28 Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the LORD.
As part of the Levitical Law, Jews were required to make no marks or cuttings (scars) on thier bodies as a practice of worshipping the dead, as was the custom for many pagan nations (heathen).
Such marks or scars would have defiled the body and precluded their service to God.

Hbr 1:2 Hath in these last days spoken unto us by [his] Son, whom he hath appointed heir of all things, by whom also he made the worlds; Hbr 11:3 Through faith we understand that the worlds were framed by the word of God, so that things which are seen were not made of things which do appear. These are the only verses that come close to your quote. In them He is speaking of the Universe.

Yes- I agree with leviticus. I am having mine lasered off. Tattoos are like graffitti. God gave us our bodies as a gift, and we carved them with tattoos. Not very respectful. I wasn't thinking at the time.

Re 19:20
But the beast was captured, and with him the false prophet who had performed the miraculous signs on his behalf. With these signs he had deluded those who had received the mark of the beast and worshiped his image. The two of them were thrown alive into the fiery lake of burning sulfur.
