Y E S, if you are a citizen of the USA, you are part of the government when you vote, if you are in Myanmar, Iran, North Korea, Saudi Arabia, Egypt,
Syria, Jordan, Russia, then you are NOT part of the "government!"

If it is the USA you refer to , then yes, all legal citizens do in fact play a role in governing the country. We have free democratic elections and guaranteed freedom of speech that even allows the losing party to whine about the results.

If it is Myanmar you are referring to, then you are probably not so much part of the government.
