the dark arts are often considered bad because they are usually associated with things like sin, death, evil, satan, demons, witchcraft, sorcery, etc. Many people believe that the dark arts are an abomination before God.

white and black/dart as symbols for good and evil originate from the rise in importance of various middle eastern sun gods, culminating in monotheism.
in many cultures, dark = fertile soil and white = the color of bone/death; so it's just an arbitrary determination.
not that long age, left handed peopel were considered evil; just shows how arbitrary, false dualism can get out of hand.

Because when King James had his version of the Bible printed, he had an agenda against witches.
The original Bible text was "thou shalt not suffer a thief to live". He changed it to "thou shalt not suffer a witch to live".
That and many other statements were changed to witches, and voila...the dark arts became "dark".

Because people do not take the time or initiative to educate themselves. They just go along as sheep to what is being spoon-fed to them through their churches.
Some really need to crack open a book other than their bible.

Because certain religions have twisted the use of them to make them appear evil. Of course we all know that electricity is the ultimate evil because it can electrocute people. And how about water? How many people have drowned because of it? Totally evil.
