Yes, besides the IA (Individual Augmentee) program whereby Navy volunteers serve with Marine and Army ground units, the Navy has SEALS, SeaBees (Construction Battalions) on the ground.
The Navy is also assisting the Iraqi Navy and US Coast Guard with operations in and around Basra and the Shaat al Arab oil terminals.
AND of course, the US Navy maintains a minimum of ONE Carrier Battle Group (CVBG) in the Gulf, and has since 1990. I did 6 deployments to the Gulf.

No, they aren't SENDING the Navy to Iraq, as in something new. They have been there since the beginning. On the ground. On the water. Under the water. In the air. You name it. They've died there too. I'm sorry if I seem snippy, but you've really hit a nerve here. But I have to give you credit. At least you're asking the question and trying to educate yourself.

Yes they are. In addition to SeaBees (Naval Construction Batallions) and Special Warfare, the Navy is asked to provide numerous (can't say how many but it's a lot) personnel in the form of Individual Augmentees to support the "War on Terror." Also, the Navy is continuing their presence in the Persian Gulf with Carrier Battle Groups.
