I have like, a friend from like, Canada(I don't know if that is relevant) that says" 'n stuff" after EVERYTHING she like, says!!! It's like, so annoying!!!!

Often because they cant explain what they are saying properly, so they say that, hoping the other person will say "yea".
Also, possibly to get the other person to agree with what they are saying, maybe due to lack of confidence in what they have just said.
It could also be because of socialisation. If everybody around them is saying it, that person will start to say it too.
There are many reasons why somebody would say it.

It is a lack of confidence in what they are saying, they are checking that they themselves are making sense, it is not necessarily a sign that they think the person they are speaking to is of low intelligence.
It is also a way of gauging the other persons response, whether they show signs of agreement or not.

I used to think it was because they thought I was unintelligent to what they were speaking about. It bothered me to the point where I just asked them "Why do you say that." Their response was that they just wanted to make sure I knew what they meant. They are sometimes making sure they are not rambling on about something and speaking nonsense. Their intent was not to be condescending. So, check with them.

it's a poor habit more and more people are falling into, not just in speaking, but also in listening.
it's actually easier to have the discipline to speak in a clear and concise way.

When people make comments like ths they are actually trying to direct you to agree with them by making you respond in an affirmative manner, this is ofton done without realisation and helps to talk people "around."
