Her brothers both have their social security numbers and work permits and so does her mother. She moved here when she was 12 and is now 19. What type of paper work does she need to fill out??

If her mother is LEGAL in other words her paperwork is valid and if not fake or stolen, as well as a SSN, which again is not stolen. Then the daughter should not be illegal. All she would have to do is apply.

If her mother came her legally then her children would have as well, as they would have been attached to her paperwork when she filed for a visa.

However, I am assuming from the way you worded your question that was not the case. If that is so then legally she has no right to a SSN.

If she moved here with her mother and brothers at age twelve, and her mother and brothers have work permits and social security cards, she is not illegal. She will need two forms of identification, one being a birth certificate, the other issued by the state she lives in, like a driver's license or a passport. She does have to fill out a form available at a social security office, or on the internet and she will have to present the form with her identification, in person.

If she is illegal, she needs to return to her own country and begin a petition there. Illegals within the United States can not apply for a visa as they have committed a felony against the federal immigration laws. If she has never been caught, she does have the option of returning to her country and pretending that she's never been a criminal and applying from there. That is her only option for a legal status.

If she decides to wait and is caught, she will face thousands in fines and legal fees plus up to 6 months in prison. She will be deported and unable to file for a legal status for 10 years. If she is caught in the country illegally again. She faces up to 2 years in a federal prison.

If her application was denied, she needs to appeal. She's not legal. At 19, she could be deported back to the country she came from, so I suggest that she hire an attorney and take all the legal steps necessary.

She cannot get a social if her application was denied. Did she say why it was denied, she can appeal her case, she may need a lawyer

If she is ILLEGAL she should turn herself into INS or ICE so that they can send her back to her home country.

We don't need anymore ILLEGALLS in this country!
