Blanket surveillance like CCTV systems, facial recognition software, telecommunication and vehicle tracking, the DNA database etc. etc. does nothing to stop criminals, terrorists, or 'social problems' and it doesn't make anybody feel any safer.

If it doens't solve any of the problems it was brought in for, what exactly is it there for?

The software and techniques you speak of are for identification, so we can catch these ever so clever criminals.
