Puppies can get the migrating larvae from their mom in-utero that do migrate to the gut and grow into worms. Most breeders keep their dogs wormed well to avoid this.
You should take a puppy this young to the vet. He will teach you how to feed your puppy and will worm him.

They don't have to be born with worms, but due to most people not worming mother dogs properly, they often are.

Just get the pups to a vet asap. If this lady had been halfway responsible, she would have properly rehomed the pups instead of just giving them away to whoever. Puppies need to be regularly dewormed, the vet can give you the right stuff.

At 3 and a half weeks old, the pups need to be on milk - do you have any puppy milk replacement formula yet? Do NOT use cow's milk. Get some milk replacment formula asap and feed them at least 4 times a day, as much as they want.

You need a lot of veterinary advice if you're going to be able to bring this puppy up. You need to know what to feed and how often at different ages, as well as proper flea/worm and vaccination protocols.

If mom had roundworms in her youth, odds are the pups will have worms. Roundworms are an odd sort in that some will encyst within the tissues of the adult dog. They have no outward effect on adult dogs in this condition, but are reactivated by breeding, at which point they migrate to the pups in the womb.
There are wormers that can be used on very young puppies. Nemex2 is readily available in pet supply catalogs, I'm not sure about over the counter in pet shops. I have no experience with other wormers, but use Nemex2 for my puppies every 2 weeks beginning at 2 weeks of age for 3 doses. None of my puppies have been reported to still have roundworms once they go to their new homes and have a stool check at 8 or 9 weeks. Even if you use Nemex, have your vet check a stool sample when you go, there could be other worms present that Nemex does not affect.

Only poorly bred, badly cared for pups are born with worms, well bred and cared for dogs do not have worms so do not pass them to their pups. since the owner let their dog get HBC they probably never took care of the Mom and they were probably a BYB or they would have raised the pup themselves. Vets need to test for worms and give out the right meds, home remedies can kill.

Does the puppy have a pot belly? That's usually the sign of worms. Also, sometimes, but not always, you can see them in the feces ... roundworms look like spaghetti and tapeworms are are flat, white, and fairly active. Their eggs look like sesame seeds. Over the counter worm medications do not kill all worms ... the vet can give you pills that will kill them.

Not all puppies are born with worms. Take him into the vet to get a basic health check. He really needs one at this age anyway. The vet can tell if he has them and what to do.

DO NOT BUY STORE BRAND WORMER FOR A DOG THIS AGE
