Well sorta of..........let's just call you petite. Or munchkin! lol!
I'm 5' 4" and my family calls me short but that's because they are all amazons, women 5'8" and over men 6' most well over that.

Definitely you are not short, and you are only 13, if you feel that you are comparatively shorter than your friends you are having enough time to get higher by doing some specific excercise
But i 'll suggest you to be stay as you are , In this world height is just a external parameter and people don't treat you according to your height
What is your mom's and papa's height?
What about ur sibbilings?
dont loose the spirit of life
do excercise and be confident about how you look

No you're just petite and at 13 your height isn't really set in stone yet. You could have a growth spurt anytime (you don't stop growing until around 18).
Either way it doesn't really matter a lot of guys like petite girls as they have the urge to protect them etc. and guys like tall girls too :D

Not for your age - yes if you are not going to grow anymore - which i really doubt - some people i know didn't stop growing until they were 25
if you exercise, sleep well and eat a balanced diet and that will enable your body to reach its full potential in the growing department
(also don't do weight lifting)

You are only 13, im sure you will grow more. Even if you didnt it's not like you are a midget or anything.

yeah you are. but you're only 13 so thats not really short for your age. plus you're most likely not done growing
