Yes, most lengths in our bodies are proportional to some extent.

Height, handspan, armspan, foot length, leg length are all roughly proportional.

When bending down to touch your toes, the difficult part is bending from your back. This gets your shoulders low enough to compensate for the difference in length of your arms and legs.

Taller people may have a larger difference between arms and legs, but they should also have longer backs, so it shouldn't matter.

The main difference that determines who can do this and who can't is stiffness/flexibility in the back. Flexibility is an aspect of fitness and can be improved through practice.

Lol - thats my excuse - my arms are too short! Its probably more to do with having tight hamstrings. My back is quite flexible, but theres no way I can reach my toes. Pracitce, practice I've been told. Every day do stretching exercises and apparently I will be able to touch my toes!

Not exactly all people's legs are proportional to their arms. I believe that all people can touch their toes, it is just that maybe your backbone is too stiff and not flexible enough to bend to touch your toes, so must exercise more.
