Yes, definitely, you should wash hands before. If not, all you're doing is re-distributing the dirt onto your face before rinsing it off.

It depends on the situation, if your face is splashed accidentally with acid (HCl), do you have to wait and wash your hands first? may be not.
Early in the morning, if you're on your way towards the CR to urinate, afterwards if you wanted to wash your face, I think it is proper to wash our hands first then our face.
For best practice, we should wash our hands first if there is no bad consequence in it.
