Unless you make an appointment with an artist well in advance and go over art work, and they have an actual game plan, it is always best to get tattooed near your own home area.
Many people travel for a particular artist, and that is cool - I certainly appreciate that, but when you don't even know what studio you want to visit, it is best you spend your time in Vegas on other things maybe. You don't want to settle for a piece of flash - you want something you have invested some time with an artist over in preparation.
Trust me when I tell you the very best artists are booked way in advance.

There is a Tattoo Parlour at the Palms just off the strip. When I stayed there it was very very popular so I do not know if you would need to make an appointment in advance.
