Law of asscociation. It creates an environment and tunes up your mind. At time we use herbs in the incense, which further helps the process.
But you can do meditation without incense too.

Light some and inhale the aroma, and feel what your body tells you.
Scent is a very powerful part of memory.
Some ihalants do help with breathing, and emotional calming.

Not only have certain scents been known to attract spirits but it has very soothing and relaxing effects on the body and psyche as well. (depending on the scent, of course)
