Well, lets assume you really meant to say - before the level of the ocean begins to rise, because the coastline is the land part and it isn't going to rise. And no, the ground water is not going to be contaminated with salt water until AFTER the ocean level starts to rise because the hydrostatic pressure of the raised sea level is what will drive the salt into the ground water.
