Nothing is more romantic than someone unexpectedly showing they care for you. It's definitely a positive thing as long as you do it in the right setting.

I know Girls like to give Surprise Kisses, as I was the recipient of a Surprise Kiss from a girl. The year, 1973. The event, her HS Graduation (she was two years older than me.)
After the ceremony, she wanted me to take pictures of her and two of her girlfriends. I took the pictures, and she said she wanted to kiss me Good-Bye.
I was only expecting a peck on the cheek. I was surprised when she gave me a lip locker with a tad of tongue. I will never forget that night. I'm not sure if she remembers or not. She still lives in the area where I attended HS.. I moved away. I know she has been married to the same man for quite some time. She has grown children and grandchildren.

NO...ALWAYS be a gentleman and ask the girl IF YOU MAY KISS HER. Girls LOVE a gentleman and there are not too many out there anymore!!!!
That is SO MUCH MORE romantic. If the girl says NO then she was NOT THE RIGHT one to kiss in the first place.

By surprise kiss, do you mean sneaking up on her and then planting one on? I think she'd be a little startled, and would appreciate the kiss much more if she were anticipating it. Also, you would stand a better chance of getting a kiss in return, than you would if you just kiss and run.

if the momment and timing is right. like maybe all your friends and her are at the movies casually. in the middle of th movie wont be a bad time. this all depends on the girl though. if she has any intrest in you then it will be great if she doesnt like you then go to her freinds and make a big deal out of it (most of the time)

If you have some sort of relationship with her then surprise her with a kiss. If you do not know her or are not already in some kind of relationship don't do it, you could get hurt.

Just know that a euphemism for rape is 'surprise sex'.
Kissing someone when they don't expect/want it is technically a form of assault. Make sure you don't cross that line.
