I don't know anything about the modeling industry, however, I went to Japan many times and I've seen lots and lots of European/American looking people that could've been models. In fact, they were dressed so much like models and amazingly thin! I'm just certain they were models because you never see people that tall, that thin, with such perfect features walking around on the streets of, say, Denver, Chicago, Dallas! But they were all over Tokyo! So, no...I don't think you have to be Japanese.

I dont think ethnicity has anything to do with wanting to model in Japan. Just make sure to have a valid VISA to enter the country and a good adgency that can provide you with the essential needs (i.e. documentation, permits, etc) to be living and working in Japan.
