At 16 with no parent or guardian, basic ears. Lobes some minor cartilage.
With guardian/parent some surface piercings, and ears, some facial. Not anything intimate, nipples/genitals etc.
At 18 anything you want pierced. Basically until your 18 you belong to your parents ;P

All of them if you're over 18.

It doesn't matter what state your in, if you find somewhere willing to pierce you when you're under 18 without parental consent, they are doing something very illegal.

Think about it, if they're willing to break that law, imagine what else they're willing to do. Maybe they reuse needles. Maybe they don't clean their instruments between uses. Maybe they don't wear gloves or really have any idea what they're doing.

Seriously, if you can't get your parents permission, please just wait. We all had to wait, I'm sure you can do it too.

In Missouri, you must be 18 to get anything done w/o a minor there to give consent. if you detailed wher you live, it would be easier for ppl to give answers.

You can only get your earlobes done without permission. That is in Australia, though. I'm not too sure about America.
