bundle them up and send them outside, unless it goes under 25 degrees (arbitrarily chosen because that's the temperature our schools use in deciding whether or not to have recess; my neighbor seems to think it's child abuse but honestly with about 5 layers they're not cold at all; I'm the one making them come in before they're ready. personally, i think they're a lot better playing outside with appropriate clothing than being stuck indoors all day!). they skate a lot, sled, and occasionally ski, as well as the obligatory snowman making, fort-making, etc. if they really can't go out, i play loud music and they have a dance party, or we have an olympics in the basement, or the little ones play on our plastic slide, or we chase each other around, or we go to an indoor playground. i sign them up for more activities in the winter so even when the weather is too cold they are active (skating, swimming, rock-climbing, indoor soccer, whatever). and then, of course, we do quieter stuff ... art projects, building, hide-and-seek, puppet shows, pretend, cooking projects, etc.....

Just because it's cold/rainy, doesn't mean they can't go outside, but as it gets dark early, the time in which they can go outside is limited. Fall/Winter are jigsaw season for us. We also do more crafts and colouring and musical instrament playing. The musical instrament playing generally happens just before they go outside. When my eardrums can't take it anymore, out come the jackets and the boots.
PS - don't be too hard on the person who said Playstation. We strictly limit computer games in the summer and spring weather, whereas they get more use in the winter. Therefore computer games fall under the category of "cold/rainy weather activities" in this household. Despite the protests of my kids, it's not the main activity.

I bundle him up and take him out. Unless it's below 10 degrees outside, the cold won't hurt him. He's three now, but when he was a baby, I kept him in for obvious reasons. Anyway, we play like we normally do. When it gets really cold, he's going to be the proud owner of his very own backyard hockey rink that Santa is bringing him, since he loves hockey. I imagine that will keep us busy until Spring.

Cooking - it's always nice to drop in a box of home-made bikkies to the Grandparents made especially by the kids.
Teach a new skill ( My girls are two and three years old) so during the winter months i was teaching my youngest how to use a pair of scissors. My eldest learned how to write her name ready for Kindy.
Read stories, build cities with blocks or! cubby houses with blankets.....a great idea to do just before nap time....
Make play dough - or two lots. Both different colours. Yes, there are many things to do....just don't know how old yours are?....

I don't have any kids yet... but ones on the way ; )
I used to play board games with my nephews and also twister. I would sit them in front of the tube with fave kid movies like Home Alone and make them popcorn and something warm to drink and we would cuddle up on the floor with blankets. You could color with them also, play nerf basketball and just be creative is all.

Puzzles, coloring books, art projects- let them get creative. Come up with activities that will keep their minds active so they aren't going stir crazy on days when it's too cold to play outside.
