What you are experiencing is impulsivity -- it is the number one reason that dogs end up being dumped at shelters and rescues. Don't get a dog until you and your situation are ready for it -- it is a big committement and now is not the time -- also no responsible breeder would place a puppy with you right now so the only one you could get is from a back yard greeder or puppy mill and you hopefully have done a little research and know that this is a disasterous thing to do. Learn about the breed - they take a LOT of time and attention -- they need to be groomed at least every other day -- need to have their ears kept cleaned or they will get horrible fungal infections -- need to have their coat brushed fully and often -- they require a LOT of your time and attention and if you don't have it to give, which it doesn't sound like you do, then don't be irresponsible and get one. If you can't wait, then very likely you are too impulsive and lacking in maturity to get a dog at all much less one that takes the time a Cocker would take for proper care and training. A puppy is a huge responsibility and frankly I don't think you are quite ready for it yet.

The best advice I can give you is to wait until after you get back from France, see if you are going to stay in one place long enough to care for your dog. It is not fair to get a puppy and then expect someone else to have to take care of it for you. Puppies are a lot of work. The first year of a puppy's life is most important. They bond with their owners. They learn how to be a good well behaved puppy. You ned to be doing the training, not your sister or you parents. Wait. It will be wor4th the wait.

Getting a puppy and then leaving it for 4 months is a bad idea. You should definitely wait. It would be very confusing for that to go to a new home for a while, and then have the main caretaker leave for so long. Dogs don't respond well to that. Also, make sure to really research Cocker Spaniels to make sure that is exactly what you want. They are prone to ear problems. Great dogs, you just need to make sure you get one from a very reputable breeder, or adopt one from a shelter/breed rescue.
Demonstrating the patience necessary to wait for the dog will also make it clear to your parents that you are ready for a dog.

Wait till you get back from France. The first year is when you really bond with your dog. You don't want your sister to bond with YOUR dog and the dog to like her more do you? I got a Boxer when I was younger and it bonded with my Mom cause she was the one that fed her and walked her, now she likes my Mom more than me and goes to her instead of me if we both call her.

Wait until after you get back. Your puppy will need time to get used to you and settle into it's new routine. Plus even if your sister takes good care of him, he'll be bonding with her instead of you. It could be very difficult for him to switch his affection to you if he's already bonded with her.

There's no hurry, I doubt your mom will change her mind between then and now. Plus if you wait until after you get back, you should be going on summer vacation shortly after your return, more time to play and love on the new family member.

Good Luck!

I would wait, puppies require a lot of time and effort. It's better done right the first time around...retraining is even more work. I think you'll be happier and I know the pup would be. Have fun on your trips. :)

I would wait, if it were me.

Getting a new puppy now would put a lot of stress on you, feeding, training, etc. And a lot of stress on the puppy. Your vacation, the holidays, your trip. I don't think either of you would fair too well.
